As of JUNE 8, 2023, everyone who pays with a credit card, debit card, or eCheck must set up a NexBillPay online customer profile in order to pay with their newly assigned account number--this includes NexBillPay AUTOPAY customers.
This DOES NOT apply to ACH Auto-DRAFT customers. There is a difference between NexBillPay AUTOPAY and ACH Auto-DRAFT. If you are unsure of this difference, please contact our office for an explanation.
Instructions For Creating Online Account
- Click the green "Pay Your Bill Now" button on this page, then click "SIGN UP NOW!" to create your new customer profile.
- You need your FULL account number. (All accounts received a new number on June 8, 2023.)
- The name you sign up with must match the name on your water bill.
- Follow the prompts and fill in all fields marked with an asterik (*).

When is my bill due each month?
The bills are always due on the 20th of every month. When the 20th falls on a weekend or holiday, please make sure your check or money order payment is inside our night drop box before the following Monday. You can also pay with credit card, debit card or eCheck via NexBillPay (see above), or by calling our tollfree payment line at 1 (833) 874-7377.
PAST DUE BILLS: Your bill becomes past due on the business day following the 20th. If you do not pay this past due amount plus the late fees before the 10th of the following month, your water service is due for disconnection on or shortly after the 11th. If your service is disconnected for non-payment, an additional $70.00 service fee is added to the past due balance plus late fees. (Ex: If you do not pay your October bill by the 20th you will incur a late fee of $8 or 15% of the bill, whichever is greater; plus, your service is subject to disconnection in September if you do not pay the outstanding bill plus late fees by the 10th of September. The $70 fee will be added on the day of disconnection.)
When will my meter be read each month?
The water meters are read during the last week of the month (as close to the last day of the month as possible). Your meter sends your reading via radio signal to the PC that is inside the meter reader's truck. Each meter has its own unique electronic identifier to ensure the meters cannot be misread. Please contact our office for any additional information at (903) 597-2817.
When are the bills mailed each month?
The bills are printed and mailed on, or as close to the 1st of every month and are due by the 20th of every month for everyone in the system. If you do not get your bill by the 10th, please call our office and ask for the amount due during normal business hours:
Monday-Friday, 9 am - 12 pm & 1 pm - 5 pm.
We are not responsible for U.S. Mail delivery, checks in transit, and/or checks lost in transit. Failure to receive a bill does not excuse payment, or entitle you to not be charged a late fee.

Refunds: All refunds will be provided as a credit to the credit card used at the time of the transaction.
Payment By Mail
If paying by check or money order through the mail, please send all payments with your payment coupon to: Dean Water Supply; P.O. Box 4695; Tyler, TX 75712. To avoid late fees, please mail your payment at least five-seven business days before the due date specified on your bill.
Automatic ACH Bank Draft
The FEE-free, worry-free way to pay your water bill. With this service, the amount of your monthly bill is automatically deducted from your bank account and credited to your utility account. There is no set-up fee or charge associated with this method of payment. To set up Automatic ACH Bank Draft, simply download and fill out the Automatic Bank Form located in the Forms & Reports Section and drop it off at, or mail it to our office along with a voided check.
Payment Drop-off Location
You may pay your bill in person at our office address. We accept checks or money orders -- NO CASH. To avoid longer wait times, please note that Mondays, Fridays, and the first day after a holiday are normally busy.
Payment Through Your Financial Institution's Online Bill Pay
Many financial institutions such as major banks offer their customers the ability to pay their bills via an online bill payment service (through your bank's website). Normally, these services debit the customer's checking or savings account to pay the bill. Depending on the financial institution, they may or may not charge a fee for the service. Payments can take up to ten, or more business days to post to the customer's water account. All water payments must be received by the 20th of each month to avoid a late fee. Please consult with your bank for more information.

Call the interactive, toll-free payment line at (833) 874-7377. To pay your bill by phone you will need to know your full 8-digit account number. NOTE: Press the * (star key) on your keypad in place of the decimal when prompted for your account number. Follow all prompts carefully. Calling from a quiet location, with low background noise is quite helpful.
